Address Change Service
The Address Change Service (ACS) enables registered voters in your jurisdiction to submit a request to change their residential and/or mailing address using any internet-capable device, including smart phones, tablets, and computers.
Using ACS, voters are guided through the process of providing the information required to request a change of address. Page content dynamically changes, depending on the options selected to provide an easy, streamlined experience. Voters only see messages and fields that are applicable to their individual situation. They can also select their preferred language, and site content will be translated using Google Translator.
In an effort to help reduce the amount of time jurisdictions must spend verifying and correcting addresses when processing address change request submitted from the web, two address verification methods have been implemented in ACS.

Match the provided address with the Streets table in Voter Focus. If a match is not found, the voter will be prompted to re-check the address they've provided. Voters can then edit the address or submit the address exactly as they entered it. |
Mailing address |
Check the address provided for accuracy, completeness, and formatting using an external address verification system and suggest changes if the system determines that the address may be incorrect or incomplete. Voters can then edit the address or submit the address exactly as they entered it. |
ACS is protected against automated scanning or abuse by Google's reCAPTCH technology.
After the request is submitted, all of the information gathered is then included in the request sent to your voter registration system (to the Suspense Queue in Voter Focus) where you can process the request.
You can configure the Address Change Service to send an email with the request details to email addresses in your office as well.
By providing specific search criteria , voter's can view their current addresses on file and move through the service to submit a request to change one or both of their addresses.
If the voter does not have a mailing address on file, when the Edit Address page appears, the Same As Residence checkbox is selected. If they do have a mailing address on file, the checkbox is not selected and their current mailing address is displayed. The voter can then enter a new address in either the Residence Address or Mailing Address fields. If the new address is the same for both the residence and mailing address, they can enter the new address in the Residence Address fields and select the Same As Residence Address checkbox and both addresses will be updated with this new information.
Prior to submitting their request, the voter is also prompted to provide current contact information so that you can contact them if you need clarification on any information provided. However, the voter is not required to provide this information. If the voter provides an email address, they receive a confirmation email with the details of the request for their records. Any SSN or driver license/state ID information that is entered is not included in the voter's confirmation email.
You can customize:
- The introductory text that appears on many of the ACS pages so that you can display messages and instructions specific to your county's processes.
- The email message sent to voters confirming their request and use text placeholders to control what information is sent to the voter.
You can also configure the Address Change Service to send an email with the request details to email addresses specified by the county elections office to notify the office of address changes. The county confirmation email includes either Given or Not Given beside Voter's SSN and Voter's DLN, depending on what was entered for the address change. The email does not include the actual numbers that were entered.
