Based on a sophisticated algorithm, reCAPTCHA analyzes the site user's actions to determine the level of risk that the form is being completed by an automated process. If reCAPTCHA determines that the site is being used by a person, the requestor simply checks a box indicating that they are "not a robot" (or some other form of technology abusing the system). However, if reCAPTCHA has any reason to suspect otherwise, it will display a simple, user-friendly challenge to the user to confirm that they are a valid user. The reCAPTCHA code is presented to the requestor when they are ready to submit their vote-by-mail request.
