Add and Maintain Out-of-County Workers

What is an "Out-of-County Worker"?

The term "out-of-county worker" means "worker who isn't registered on the county's database." The worker might be registered to vote in another county or they might not be registered anywhere in Florida. Workers who are not registered voters in your county are added to the election worker roster a different way, but the procedure for maintaining their records is the same as maintenance of workers who are also local voters.

Prevent assignment to Election Board positions:

As you know, Florida law requires that workers who are members of a precinct’s election board —that is, those workers assigned to Clerk and Inspector positions—must be registered voters in your county. This means that out-of-county workers cannot be assigned to election board positions. To prevent such illegal assignments, be sure that the Election Board Position check box on the Election Worker Position Maintenance dialog is selected for all Clerk and Inspector positions. This will prevent the assignment of out-of-county workers to those positions, because election board positions will not appear in the drop-down lists for Normal Position (on the General tab) and Position (on the Election Work tab) in the out-of-county worker’s record.

Create a worker record:

Go to ELECTION WORKERS > Worker Maintenance.
On the Find an Election Worker dialog, click New.
On the Find a Voter dialog, confirm that they are not registered in another Florida county by entering their name, birth date, and/or driver license number, and then clicking FVRS Search.
Do one of the following:
- If registered in another county:
  1. The New Out of County Worker dialog displays information from their FVRS record. Click Save to create an out-of-county worker record for the worker.
  2. On the Worker Maintenance dialog, notice that the address (in the upper left corner) is highlighted in aqua.
  3. Change the Worker Status field to Y,Active Election Worker.
  4. If you are setting up a precinctelection worker, enter a precinct ID in the Normal Precinct field.
  5. Select a value in the Normal Position field.
  6. Complete the other fields that you can on all tabs of the Worker Maintenance dialog and click Save to exit the record.
- If not registered in another county:
  1. The message No Records Found appears in response to your FVRS search.
  2. Click Create New Profile.
  3. The New Out of County Worker dialog appears displaying the information you entered for the search. Notice the ID Number field in the top-left corner of the dialog. It shows the unique out-of-county ID assigned to this worker. These IDs have nine characters beginning with PW.
  4. Complete as many the fields on the dialog as you can and click Save to create an out-of-county worker record for the worker.
  5. On the Worker Maintenance dialog, notice that the ID (in the upper left corner) is highlighted in orange and their address is highlighted in aqua.
Click Save to add an out-of-county worker record for the worker.

Maintain existing records:

The maintenance procedure for an out-of-county worker record depends on information you want to update:

If the worker is not a registered voter anywhere in Florida, go to ELECTION WORKERS > Worker Maintenance > Profile and modify the worker’s record.
If the worker is registered in another county:

and has given you a voter registration application with updates to their voter registration information, go to VOTER REGISTRATION > Voter Maintenance, find the voter’s record on FVRS, and update their record as you would for any out-of-county voter.
and you want to update information that is not in the worker’s voter registration record, go to ELECTION WORKERS > Worker Maintenance and modify the worker’s record.
