A voter's vote-by-mail status indicates what type of vote-by-mail voter they currently are. The vote-by-mail status is maintained on the voter's Vote-by-Mail tab.
Permanent—A voter who is expected to vote by mail indefinitely. This status is typically used for voters who have asked to receive the annual Notice of Elections each year. This notice allows voters to request mail ballots for all elections in the coming calendar year or to select specific elections for mail-ballot voting.
Overseas voters are automatically assigned Permanent status. Should an overseas voter advise you that they are no longer residing overseas and request removal of the overseas address from their record, the Permanent status will not automatically change to something else. If you want to change their status, you will need to do it manually after the overseas address has been removed. A status change to Temporary or Cancelled cannot be made if there is an overseas address in the voter's mailing address or default ballot address.
Temporary—A voter who wants to vote by mail in one or more elections but who has not asked to receive the annual Notice of Elections. The Voter Focus administrator has the option of resetting the absentee status of Temporary voters to Cancelled at the end of an election year. (See Clear Temporary Absentee Flags.)
Cancelled (or no status selected)—The voter has no mail-ballot requests in their record.
FPCA Applicant—A permanent vote-by-mail voter who has requested mail ballots using the Federal Post Card Application form. The FPCA form allows military voters, their dependents, and civilian voters residing outside the United States to make a single request for mail ballots through the next general election for federal office, unless the voter indicates a shorter time period or a specific election in which they want to vote by mail.
The voter's FPCA Applicant status does not remain in their voter registration record should they move to another Florida county. The voter will need to make another FPCA request in their new county if they want to retain FPCA status. Undeliverable mail to a voter with an FPCA request automatically cancels the request by setting its expiration date to today's date.
At the beginning of each year, many counties send letters (sometimes called the Notice of Elections) to voters whose vote-by-mail status is Permanent, offering them the choice of receiving mail ballots either:
Through the next two regularly scheduled general elections. Voters opting for this option are considered all-elections voters.
or
For one or more of this year's elections. To record mail-ballot requests for these voters, you have two options:
record a request for each election individually.
process the voter just as you would if they made an all-elections request, then clear the unwanted elections from the list of available ones. Voters processed this way will not be treated as all-elections voters because deselecting one or more elections removes the all-elections expiration date from their record.
