User Permissions in Voter Focus

This topic describes the user permissions that secure features in Voter Focus. Granting a user permission to a user type gives the users in that user type access to the secured feature.

Note: Permissions that are listed but are disabled are no longer in use as of Release 2014 or are permissions used only by VR Systems. These permission are retained in the list for informational purposes.

AdminOverrideLock	Allows user to unlock a locked record, such as a voter registration, precinct, or place record.	User attempting to access locked record will see a message asking if they want to unlock it.
ApplicationForms	Allows user to run the Application Forms program.	The Application Forms button on the Voter Registration tab.
AssignPetitions	Allows user to run the Assign Petitions program.	The Assign Petitions button on the Petitions tab.
CallTrack	Allows user to run the CallTrack program and access all features of program for precinct polling places (voting day centers).	The CallTrack button on the Elections tab. Grant this permission to all users who will be using any aspect of the CallTrack application. Then apply other permissions to configure further access to CallTrack. Note: This permission does not give access to early voting sites and election centers. For access to those groups, grant the permission CallTrack:EarlyVoteCenters and CallTrack:EarlyVoteCenters, respectively.
CallTrack:EarlyVoteCenters	Allows user to view and create calls for early voting sites.	Grant this permission to users who need to take and manage calls from early voting sites. Note: Granting this permission disables the user group's access to precinct polling places (voting day centers) unless they also have the permission CallTrack:VotingDayCenters.
CallTrack:ElectionCenters	Allows user to view and create calls for election centers.	Grant this permission to users who need to take and manage calls from election centers. Note: Granting this permission disables the user group's access to precinct polling places (voting day centers) unless they also have the permission CallTrack:VotingDayCenters.
CallTrack:VotingDayCenters	Allows user to view and create calls for precinct polling places (i.e., when they also have one or both of these permissions: CallTrack:EarlyVoteCenters CallTrack:ElectionCenters	Grant this permission to users who need to take and manage calls from precinct polling places as well as early vote and/or election centers. Note: This permission is needed only if the user group has CallTrack:EarlyVoteCenters and/or CallTrack:ElectionCenters because these two permissions disable access to precinct polling places (voting day centers).
CallTrack:DeleteCall	Allows deletion of a call.	The Delete Call button on the Calls tab.
CallTrackAdmin	Allows user to manage CallTrack features.	The Set Up CallTrack program on the Elections tab. Also the CallTrack button on the Elections tab until the day of focused election is seven days in the past (that is, the election date plus seven days). Grant this permission to users who need to maintain equipment lists and CallTrack departments and categories. Also grant to users who need to access the CallTrack program in the seven days following an election. Note: This permission has no effect on the place selection (for example, polling place vs. early voting site).
CandidateLabels	Allows creating and reprinting of voter labels and export files from the Candidate Labels program.	The Candidate Labels button on the Candidate Services tab.
CandidateMaintenance	Allows creation, maintenance, and deletion of candidate records.	The Candidates button on the Candidate Services tab.
CertifyPetition	Allows creation of the Certification Report for petitions.	The Certify Petition Totals button on the Petitions tab.
CFProtectedVoters	Allows user to run the facility in the Campaign Finance Protected Voters program to protect the address of campaign finance contributors who are not county voters.	The Campaign Finance Protected Voters button on the Candidate Services tab.
ChangeElectionFocus	Allows user to change the focused election in which they are working. If the user does not have this permission, their focused election will be the default election.	The Change Election Focus button on the Console.
ChangePrecinct	Allows user to run the batch program that changes precinct IDs in the system. Important: This permission should never be granted to general users and the Change Precinct ID program should not be run without the guidance of VR Systems. Communications:Delete	Delete a voter communication record from a voter’s record.	The Delete button on the Voter Communication dialog. (To see this, run VOTER REGISTRATION > Voter Maintenance, access a voter record, click the Comms tab, and select a communication record.)
Communications:Maintain	Edit or delete a voter communication record in a voter’s record.	The Edit, Delete, and Store buttons on the Voter Communication dialog. (To see this, run VOTER REGISTRATION > Voter Maintenance, access a voter record, click the Comms tab, and select a communication record.)
Correspondence from Voter	Allows user to record correspondence and other contact from voters.	The Record Correspondence from Voters button on the Voter Registration tab.
Counter	Run the Counter program.	The Early/Counter Voting button on the Early Voting tab.
DeleteFilesFromReportArchive	Allows deletion a file from the report archive.	The Delete icon on the Report Archive dialog.

ElectionWorkAssignments	Allows user to assign workers to work in an election.	The Make Work Assignments button on the Election Workers tab.
ElectionWorkCopyAll	Allows user to copy the work assignments for one election to another election.	The Copy All Precincts/Copy All Early Voting Sites button on the Election Worker Assignment by Precinct dialog.
ElectionWorkerEmailAdmin	Allows user to validate worker email addresses.	The Email Administration button on the Election Worker Utilities dialog.
ElectionWorkerFlexSearch	Allows user to search for workers meeting specific criteria and use the search results in various ways: print the results, export them to a file, use them as a data file for mail merge output.	The Worker Flexible Search button on the Election Workers tab.
ElectionWorkerNotesUpdate	Allows user to edit and delete existing notes in election worker records. Without this permission, users can create notes but they cannot alter or delete them.	The ability to open the Election Worker Note dialog by clicking in the note entry on the Worker Maintenance dialog's Notes tab.
ElectionWorkerLockPayroll	Allows user to lock elections for payroll processing.	The Lock Payroll button on the Election Worker Admin tab of the Election Worker Utilities dialog.
ElectionWorkerMaintenance	Allows user to view and update records of election workers.	The Worker Maintenance button on the Election Workers tab.
ElectionWorkerOptions	Allows user to set the options pertaining to functions on the Election Workers tab.	The EW Options button on the Election Workers tab.
ElectionWorkerPayRates	Allows user to maintain election worker positions and rates of pay.	The Position and Payrate Maintenance button on the Election Worker Utilities dialog.
ElectionWorkerPayroll	Allows user to perform the tasks pertaining to payroll processing for election workers.	The Process Payroll button the Election Workers tab.
ElectionWorkerReports	Allows user to run the reports under the Election Worker Reports section of the Voter Focus Reports dialog.	The EW Reports button on the Election Workers tab.
ElectionWorkerTraining	Allows user to create and schedule classes for worker training. Also to assign workers to classes, send them invitations, and record attendance.	The Train Workers button on the Election Workers tab.
ElectionWorkerUtilities	Allows user to access the Election Worker Utilities dialog. Note that certain utility programs have separate permissions, so their buttons won't appear on the Election Worker Utilities dialog unless the user has those specific permissions. These include: Position and Pay Rate Maintenance (permission: ElectionWorkerPayRates) Email Administration (permission: ElectionWorkerEmailAdmin) Lock Payroll (permission: ElectionWorkerLockPayroll)	The EW Utilities button on the Election Workers tab.

EViDMakeActivators	Allows user to run the EViD Make Activators program.	The Make Activators button on the EViD tab.
EViDMessenger	Allows user to run the EViD Web Messenger program.	The Web Messenger button on the EViD tab.
EViDOptions	Allows user to run the EViD Options program.	The Options button on the EViD tab.
EViDPollPlaceMaint	Allows user to run the EViD Poll Place Maintenance program.	The Poll Place Maintenance button on the EViD tab.
EViDQLogs	Allows user to run the EViD Process QLogs program.	The Process QLogs button on the EViD tab.
EViDReports	Allows user to run EViD-related reports.	The EViD Reports section of the Voter Focus Reports dialog.
EViDSendMsg	Allows user to run the EViD Send Message program.	The EViD Send Message button on the EViD tab.
EViDSpecialHandling	Allows user to enable Special Handling on voters. Displays special handling note on voters who are eligble for special handling.	Note is enabled on the Voter Lookup and Voter Information pages.
EViDWebMonitor	Allows user to run the EViD Web Monitor program from the VR Systems Console.	The Web Monitor button on the EViD tab.
EWFileStoreAddfiles	Allows addition of a file to an election worker record.	The Add File icon on the Worker Maintenance dialog.
EWFileStoreDeleteFiles	Allows deletion of a file from an election worker record.	The Delete icon on the Add File to Database dialog in the Worker Maintenance program.
EWEarlyVotingWork	Allows user to maintain information and work assignments on workers available for work at early voting sites.	The option E,Early Voting work on the Select a Work Type dialog.
EWElectionCenterWork	Allows user to maintain information and work assignments on workers available for work at election centers.	The option C,Election Center work on the Select a Work Type dialog.
EWPPayroll	Maintain Social Security Numbers for voters who are interested in election work. The numbers are reported and used in conjunction with the Election Worker Portal to produce a final payroll report for each worker. EWPrecinctPollWork	Allows user to maintain information and work assignments on workers available for work at precinct polling places.	The option V,Precinct poll work on the Select a Work Type dialog.
FastConnect	VR Systems use only.
FedElectionsOnly	Allows user to flag a voter as Federal Elections Only. For more information, view the Fed Election Only Flag Help File topic.	The Fed Elections Only check box appears on the Voter Maintenance dialog.
FlexRep	Allows user to run the FlexRep program.	The Flexible Reports button on the Reporting and Candidate Services tabs.
FlexRep:UnProtect	Allows user to create output files for export to a commercial printer and to include protected addresses in those files.	The output options Text File Export for Commercial Printer and Simplified Export for Commercial Printer and the Unprotect Addresses check box in the Address Selection box, all on the Flexible Report dialog.
FVRSBulkXfrs	Allows user to run the FVRS Bulk Transfers program.	The FVRSBulkXfrs button on the Voter Focus Admin tab.
FVRSElecFiles Important: This function is no longer used.	Allows user to run the program that sends sample ballot files and polling place photos to the county website.	The FVRSElecFiles button on the Voter Focus Admin tab.
FVRSNotes	Allows user to run the FVRS Notes program.	The FVRSNotes button on the Voter Focus Admin tab.
FVRSUpload	Allows user to run the FVRS Upload program.	The FVRSUpload button on the Voter Focus Admin tab.

GenericEnvelopeReaderUtilities	Grant this permission to allow users to run the utilities for the Generic Envelope Reader interface.	The Envelope Reader Utilities button on the Vote By Mail tab.
Get Out the Vote Report	Allows user to run the EViD Get Out the Vote report.	The Get Out the Vote Report button on the EViD tab.
ImageImporter	Allows user to process Voter Correspondence and Undeliverable Mail through Scan First.	The Image Importer button on the Voter Registration tab.
IndexImages	Allows user to index scanned images to voter records.	The Index Images button on the Voter Registration tab.
IntegrityCheck	Allows user to run the Integrity Check program.	The Run Integrity Check button on the Voter Focus Admin tab.
ListMaintenanceReports	Allows user to run the list maintenance reports.	The List Maintenance Reports button on the List Maintenance tab and the List Maintenance Reports section on the Voter Focus Reports dialog.
LocationAtAGlance	Allows user to see a summary of information on election work locations such as polling places, early voting centers, and election centers.	The Location At A Glance button on the Election Workers tab.
MailBallotReversal	Allows staff to perform mail ballot reversal functions: Reverse Ballot Delivery Reverse Return of Ballot Reverse Early/In-office Vote Reverse Request for 2nd/3rd Ballot	Reversal buttons on the Mail-Ballot Adjustments dialog opened from the Vote-By-Mail tab in the voter record.
MaintainElectionSettings	Allows user to run the programs on the Maintain Election Settings dialog, except for those on the Register Generation tab, which is separately controlled by the RegisterGeneration permission. MoveActiveToInactive	Allows user to change voter status from Active to Inactive for voters whose Last Voter Activity Date and Date Last Voted are older than a specified date.	The Inactivate Voters Batch Run button on the List Maintenance Tasks dialog.
MoveInactiveToIneligible	Allows user to run the Move Inactive Voters to Ineligible Status program.	The Move Inactive Voters to Ineligible Status button on the List Maintenance Tasks dialog.
NcoaAdministration	Allows users access to all NCOA functions in Voter Focus, provided they also have the permission NCOAProcessing.	All features on the NCOA Processing dialog. To access this dialog, the user must also have the permission NCOAProcessing.
NCOAProcessing	Run the processing program that presents NCOA address changes to user.	The NCOA Processing button on the List Maintenance tab.
NonRegisterHistory	Allows user to record voters' voting from the handwritten entries in the blank pages at the back of precinct registers.	The Record Non-Register History button on the Elections tab.
NoticesQueue	Allows users to view and print from the Notices Queue.	The Notices Queue button on the Printing tab.
NvraListMaintenance	Allows user to run the List Maintenance tasks that are not individually permissioned. OfficeHolders	Allows user to maintain the office holders list that is sent to the county's website.	The Office Holders button on the Candidate Services tab.
PetitionImporter	Allows the user to process petitions through Scan First.	The Petition Importer button on the Petitions tab.
PetitionMaintenance	Allows user to create and maintain petition records.	The Petition Maintenance button on the Petitions tab.
PetitionReports	Allows user to run the petition reports.	The Petition Reports button on the Petitions tab and the Petition Reports section on the Voter Focus Reports dialog.
Petitions Allow Petn Selection	Allows users to select the petition in focus.	The Change Petition Focus button on the Petitions tab.
Petitions Delete Petition	Delete a petition or petition batches from the database.	The Delete icon on the Petition Maintenance dialog. The Delete Petition Batches button on the Utilities dialog.
Petitions Undo Verify	Allows users to undo a previous verification of a signature.	The Undo button on the Petition Verification dialog.
PhoneBank	Allows user to run the Phone Bank program.	The Phone Bank button on the Elections tab.
Places	Gives user inquiry only access to place records for the place types for which the user type is granted access.	The Place Maintenance button on the Elections tab. The user type should also be granted one or more of the following permissions so they can access the records for the place type: Places:EarlyVotingSites Places:ElectionCenters Places:PollingPlaces
Places:EarlyVotingSites	Access information on early voting sites.	The option E,Early Voting work in the Place Type drop-down list on the Find Polling Place dialog. Give this permission to users who need to view information on early voting sites. To allow users to view this information, also grant the permission Places. To allow them to maintain this information, also grant the permission Places:Maintenance.
Places:ElectionCenters	Access information on election centers.	The option C,Election Center work in the Place Type drop-down list on the Find Polling Place dialog. Give this permission to users who need to view information on election centers. To allow users to view this information, also grant the permission Places. To allow them to maintain this information, also grant the permission Places:Maintenance.
Places:Maintenance	In the Place Maintenance program, maintain the place records for the place types for which the user type is granted access.	Grant this permission to users who need to make changes to place information. The user type should also be granted the permission Place (so they can see the Place Maintenance button on the Elections tab) and one or more of the following permissions so they can access the records for the place type: Places:EarlyVotingSites Places:ElectionCenters Places:PollingPlaces
Places:PollingPlaces	Access information on polling places.	The option V,Precinct poll work in the Place Type drop-down list on the Find Polling Place dialog. Give this permission to users who need to view information on polling places. To allow users to view this information, also grant the permission Places. To allow them to maintain this information, also grant the permission Places:Maintenance.
PlacesFileStoreAddFiles	Allows addition of a file to a place record.	The Add File icon on the place record.
PlacesFileStoreDeleteFiles	Allows user to delete a file associated with a place record.	The Delete icon on the Add File to Database dialog in the Place Maintenance program.
PlacesReports	Allows user to run the places reports.	The Reports icon on the Places Maintenance dialog and the Places Reports section on the Voter Focus Reports dialog.
PostEarlyVotingEdit	Adjust a voter's early vote in a recent past election after the early voting period for the election is over.	The Post Early Voting Adjustment button on the Vote-By-Mail tab in voter records.
Precincts	Allows user to maintain precincts.	The Precinct Maintenance button on the Streets & Precincts tab.
PrintingReports	Allows user to run the List of Notices, Cared, Labels queued for "Notices Queue" and the Notices Sent report.	The Printing section on the Voter Focus Reports dialog.
PrintRegister	Allows user to print precinct registers that have already been generated.	The Print Registers button on the Elections tab.
ProcessWebRequests	Review requests for mail ballots submitted on your website and process them into voter records to create the requests.	The Process Web Requests button on the Vote By Mail tab.
ProvisionalBallotEntry	Allows users to record a voter's provisional ballot in an election.	The Record Provisional Ballot button on the Elections tab.
Public	Run the Public application.	The Public button on the Voter Registration tab. Note: This program is permissioned to allow users to remove the Public button from their console in an effort to reduce console clutter.
QualityAssurance	New permission in Release 16.0. Access the Quality Assurance (QA) Queue.	The Quality Assurance Queue button on the Voter Registration tab.
ReconcileHistory	Allows user to run the programs on the Reconcile History dialog, except for those on the Update Voting History tab, which is separately controlled by the UpdateVotingHistory permission. Redistricting	Grants full access to all functions on the Redistricting console.	The Redistricting button on the Streets and Precincts tab of the console.
RegisterGeneration	Allows user to generate precinct registers and register supplements by running the programs on the Maintain Election Settings dialog under the Register Generation tab. Note: The other tabs on the Maintain Election Settings dialog are controlled separately by the permission MaintainElectionSettings. RegisterHistory	Allows user to record voters' voting from precinct registers.	The Record Register History button on the Elections tab.
RegistrationReports	Allows user to run the reports related to voter registration.	The Registration Reports section on the Voter Focus Reports dialog.
ReliaVoteUtilities	Allows user to run the following programs: Pickup Ballot Export Rerun Image Retrieval Resend Dispositions Process Undeliverable Ballot images	The Relia-Vote Utilities button on the Vote By Mail tab.
RenewVR Important: This function is no longer used.	Allows user to run the RenewVR application. This permission should be restricted to system administrators. Only one instance of RenewVR should be run at any given time on the county system.	The Renew Voter Focus button on the Voter Focus Admin tab.
ReportArchive	Allows user to view files saved in the report archive.	The Report Archive button on the Reporting tab.

Report:InactiveVoters	Allows user to run the Inactive Voters report.	The Inactive Voters report in the List Maintenance section of the Voter Focus Reports dialog.

Report:OperatorActivity	Allows user to run the Operator Activity report, provided they also have the RegistrationReports permission.	The Operator Activity report in the Voter Reports > Registration Reports section of the Voter Focus Reports dialog.

RetrieveImages	Retrieve signature images captured from mail ballot return envelopes by Pitney Bowes Relia-Vote or another third-party mail balloting system.	The Retrieve Return Images button on the Vote By Mail tab. Also covers analog buttons for Relia-Vote and Generic Envelope Reader.
ReturnBallots	Allows the recording of the return of mail ballots from voters, including undeliverable ballot packages.	The Return Ballots button on the Vote By Mail tab.
ReturnBallotsEnvelopeReader	Allows user to record the return of mail ballots processed by a third-party mail balloting system.	The Return Ballots from Envelope Reader button on the Vote By Mail tab.

ReturnedMail	Allows user to record undeliverable mail.	The Record Undeliverable Mail button on the Voter Registration tab.
ReviewReturnedBallots	Allows user to retrieve records of returned mail ballots, review their disposition—whether accepted or referred—and change the disposition, if appropriate.	The Review Returned Ballots button on the Vote By Mail tab.
ScanFirstMarkAsBad	Allows user to discard a scanned image if the image is unreadable or corrupted in some way.	The Mark Image As Bad button on the Application Forms program.
Show Deleted Voters	Access the records of deleted voters when performing a voter search on the Find a Voter dialog.	The Show Deleted Voters check box on the Find a Voter dialog.
ShowCurrentUsage	Allows user to see who is on the Voter Focus system and what programs they are running.	The Show Current Usage button on the Voter Focus Admin tab.

StreetUtilities	Allows user to maintain information on Mailing Cities, Counties, and States, and to run the Bulk Street Move program.	The Street Utilities button on the Streets & Precincts tab.
SuspendedApplications	Allows user to access the Suspense Queue.	The Suspense Queue button on the Voter Registration tab.
SystemCodes	Allows user to maintain selected code tables in the Voter Focus database.	The System Codes button on the Voter Focus Admin tab.
SystemOptions	Allows user to maintain system options and view options set by VR Systems.	The System Options button on the Voter Focus Admin.

VoterCard	Allows user to run the Voter Card program.	The Voter Card button on the Printing tab.
VoterFileStoreAddFiles	Allows addition of a file to a voter record.	The Add File icon on the voter record.
VoterFileStoreDeleteFiles	Allows deletion of a file from a voter record.	The Delete icon on the Add File to Database dialog in the Voter Maintenance program.
VoterFocusReports	Run all reports in the Voter Focus system except where permission for a subset of reports is not granted. For example, if a user type does not have the permission VoteByMailReports, they will not see the Vote-By-Mail Reports section of the reports list.	The Reports button on the Reporting tab.
VoterLabel	Allows user to run the Voter Label program.	The Voter Label button on the Printing tab.
VoterMaintenance	Allows user to run the Voter Maintenance program.	The Voter Maintenance button on the Voter Registration tab.
VoterMaintenance:UndoElectionDay	Allows user to reverse the voter's check-in on an EViD station when election status is Return Processing Only.	The Undo Election Day Checkin button on the Voting History Maintenance dialog.
VotersChangeRegnDate	Allows the user to change a voter's registration date on their voter registration application or record.	The Regn Date field on the application form and Maint tab of the voter record.
VotersEligibilityMaintenance	Allows user to perform eligibility maintenance tasks on individual voter records.	The button Schedule Notice of Potential Ineligibility on the voter's Eligibility Maintenance tab.
VotersHistoryMaintenance	Allows user to alter a voter's past voting history and record a challenge against a voter, both for a specific election. Note: For register history entry only, the user should be granted the permissions RegisterHistory and NonRegisterHistory.	On the Elections tab in the voter's record, click on an election listed on the Elections tab and open the Voting History Maintenance dialog (for a past election) or the Challenge Voter dialog (for an upcoming election).
VotersMaintainProtectedAddresses	View and make changes to a voter's residential address when the address is protected.	The Edit Address button and the Addr Protect? field on the voter's Maint tab are disabled for users who do not have this permission.
VotersSchedIncompNotice	Allows user processing an application to schedule an incomplete notice and incomplete registration form for an applicant whose status is Incomplete.	On the application dialog of Incomplete applications, the Send Incomp Notice button.
VRDashboard	Allows non-SYSAD users to access VR Dashboard. SYSAD users do not need this permission. They are automatically granted the ability to see VR Dashboard.	The VR Dashboard icon in the user's system tray.
VRScanner	Allows user to scan documents.	The Scan Documents button on the Voter Registration tab.
VRScheduler	Allows user to start VRScheduler.	The VRScheduler button on the Voter Focus Admin tab.
