Reasons for Voting a Provisional Ballot

When you process a voter for a provisional ballot, you are asked to select one of the following reasons on the Provisional Ballot Entry dialog:

Voter not in register, eligibility not verified

Voter’s name does not appear in Fast Voter Check-in. See Voter Cannot Be Found in System.

Voter refutes that they are not eligible

Voter refutes the supervisor’s office confirmation that he or she is not registered or eligible. See Voter Is Ineligible.

Vote-by-Mail Request, and ballot not brought to the polls

There is an indication on the EViD ticket that the voter has requested a mail ballot but does not have a ballot to surrender. The poll worker cannot verify if the voter has not voted.

Voter disputes that they have already voted

There is an indication on the EViD ticket that the voter has returned a mail ballot or has already early voted but the voter maintains they have not even after a call to phone bank.

Voter did not provide picture/signature ID

  • Voter did not provide photo/signature identification.

  • Voter’s photo identification is questionable.

Challenged voter is claiming eligibility

The voter has been challenged either on the voter’s record (indicated on a ticket) or at the precinct and is claiming they are eligible to vote

Voter refutes that they are not eligible.

The voter registered after book closing. See Voter Registered After Book Closing.

Indication on Precinct Register of Challenged Voter

The voter’s ticket shows that they have been challenged.

Voter is challenged at the Precinct

The voter has been challenged at the precinct.

Voter has not been verified by HSMV (Florida Department of Highway Safety and Motor Vehicles)

Voter is in a pending status awaiting verification of eligibility by the State of Florida.

Other

        Voter’s name is not on the precinct register or electronic database but who has completed either the change of name or change of residence affirmation and the poll worker is unable to verify whether the person is a registered voter of the state.

  • Voter’s ID signature and signature given do not match. Voter refused affidavit.

  • The polling hours have been extended based on court or other order and the voter is qualified to vote.
