The voter's name and address on the Name and Verification dialog matches, but after you touch Yes, you get this message:
"___<voter name>____ is NOT eligible for this election because ____<reason>____. Do you wish to issue this voter a provisional ballot?
Voters who are ineligible may be issued a provisional ballot from Fast Voter Check-in. In addition to the steps below, see the Checklist for Processing Provisional Ballots.
To check in a voter who has is ineligible:
Inform the voter that the system says they are not eligible
and ask if they want to vote on a provisional ballot.
If they say "yes," touch Yes
and continue to step 2.
If the voter declines to vote a provisional ballot, touch No.
Your county will have a process for assigning tracking numbers
to a provisional ballot. Enter the tracking number in the Tracking
Number field, and then enter the number again, for accuracy,
in the Confirm Tracking field.
By default, when issuing a provisional ballot to a voter who registered after book closing, the Reason for field defaults to Voter refutes that they are not eligible.
Touch OK.
Continue the voter check-in process as usual. When complete, an Early Voting or Voting Certificate is printed that indicates Voter Issued Provisional Ballot with the tracking number listed.
