About Processing a Provisional Ballot

If a voter being checked-in is ineligible, is challenged, has requested a mail ballot, does not have proper ID, and so on, they are entitled to vote a provisional ballot. For a list of possible reasons for voting a provisional ballot, see Reasons for Voting a Provisional Ballot below.

In any case where the eligibility of a voter cannot be determined, and when the phone bank cannot be reached, issue a provisional ballot.

A provisional ballot is the same as the regular ballot for that precinct except that after the voter makes his or her selections, the provisional ballot is sealed instead of being fed into the tabulating machine. A provisional ballot is a conditional ballot, the validity of which is determined by the canvassing board.
