If the voter does not have a Florida Driver License or Florida ID with a magnetic strip or barcode, the strip is not readable after several attempts, or the voter is not found, you can search for them using information on the voter’s ID and information provided by the voter.
To find a voter by doing a manual search:
Take the voter’s ID(s) and,
on the Home Screen dialog, touch Search for Voter.
On the Manual Search dialog,
enter the voter’s Date of Birth. Touch Search.
Note: You can also do a search using only the voter’s last name, or their last and first names. (Just touch the Last Name field to move the cursor into the field.) But keep in mind that the search will be performed more quickly if you also enter the voter’s date of birth.
If only one voter record
is found, the Name and Address Verification dialog will appear.

OR
More
than one voter record matched the search criteria.
The voter's
name does not appear on the grid.
The
voter cannot be found in the system despite an exhaustive search.
Possibility A—More than one voter record matched the search criteria:
A grid appears with a list of possible matches. (If the search requires more than a second or two, you’ll see the message Searching. Please wait...)
Find your voter and touch their box.
• If your voter is in an orange box, their voter registration status is Pending and they cannot be issued a regular ballot. Depending on your county’s procedures, you should either contact the phone bank or issue them a provisional ballot. See the Processing a Provisional Ballot section for instructions.
• If your voter is in a blue box, it means their voter registration status is Inactive, but it doesn’t mean they are ineligible to vote. Continue with the normal check-in process as described below. The act of checking in a voter will change their status to Active.

Possibility B—The voter’s name does not appear on the grid:
Touch Cancel. On the Manual Search dialog, touch Clear to remove the birth date from the search criteria. Enter the voter’s last name and first name. The assumption here is the birth date on the voter’s ID is incorrect.
Note: If the voter’s date of birth is incorrect on their ID and correct on their voter record, the voter does not need to complete any paperwork.

Possibility C—The voter cannot be found in the system despite an exhaustive search:
On the Manual Search dialog, touch Cannot Find Voter. You will be asked if you want to issue a provisional ballot. If the voter wants to vote provisionally, touch Yes and follow the instructions in the Voter Cannot Be Fond in the System section.
