User Permissions in Voter Focus

This topic describes the user permissions that secure features in Voter Focus. Granting a user permission to a user type gives the users in that user type access to the secured feature.

AdminOverrideLock	Allows user to unlock a locked record, such as a voter registration, precinct, or place record.	User attempting to access locked record will see a message asking if they want to unlock it.
ApplicationForms	Allows user to run the Application Forms program.	The Application Forms button on the Voter Registration tab.
AssignPetitions	Allows user to run the Assign Petitions program.	The Assign Petitions button on the Petitions tab.
BadEnvelopeQueue	Allows user to manually associate an image to an election and a ballot, which also indexes that image to a voter.	The Bad Envelope Image Queue button on the Ballot By Mail tab.
BallotByMailOptions	Allows maintenance of settings for envelope and label printing for mail ballots.	The Ballot By Mail Options button on the Ballot By Mail tab.
BallotByMailReports	Allows user to run the reports related to mail balloting.	The Ballot By Mail Reports button on the Ballot By Mail tab.
BallotByMailRequests	Allows user to record a voter's request for mail ballots, including all-elections and FPCA requests. Allows for ballot by mail adjustments to be made from Voter Focus.	The ability to request ballots using the Ballot By Mail Request dialog. The Ballot by Mail Address and Ballot by Mail buttons on the Ballot by Mail tab.
BallotByMailUtilities	Run utilities to: Generate mail ballot requests for a runoff election. Remove obsolete addresses from the Default Absentee Address fields in voter records.	The Ballot By Mail Utilities button on the Ballot By Mail tab.
BallotJudgeQueue	Allows ballot judges to review the signature from the voter’s ABBM to the signature on the voter’s mail ballot returned envelope for final determination on ballot acceptance.	The Ballot Judge Queue button on the Ballot By Mail tab.
ChangeElectionFocus	Allows user to change the focused election in which they are working. If the user does not have this permission, their focused election will be the default election.	The Change Election Focus button on the Console.
ChangePrecinct	Allows user to run the batch program that changes precinct IDs in the system. Important: This permission should never be granted to general users and the Change Precinct ID program should not be run without the guidance of VR Systems. Communications:Delete	Delete a voter communication record from a voter’s record.	The Delete button on the Voter Communication dialog. (To see this, run VOTER REGISTRATION > Voter Maintenance, access a voter record, click the Comms tab, and select a communication record.)
Communications:Maintain	Edit or delete a voter communication record in a voter’s record.	The Edit, Delete, and Store buttons on the Voter Communication dialog. (To see this, run VOTER REGISTRATION > Voter Maintenance, access a voter record, click the Comms tab, and select a communication record.)
Correspondence from Voter	Allows user to record correspondence and other contact from voters.	The Record Correspondence from Voters button on the Voter Registration tab.
DatabaseExportForKnowInk	Allows user to export data so it can be uploaded to the KnowInk electronic pollbook used in your jurisdiction.	The Pollbook Export button on the Generic Pollbook tab in Maintain Election Settings.
DeleteABBM	Allows user to delete ABBM images in a batch of images from the Process ABBMs Queue.	The Delete button on the Batch Images dialog accessed from the Process ABBMs Queue.
DeleteAppFormsBatch	Allows user to delete application form images in a batch of images from the Application Forms Queue.	The Delete button on the Batch Images dialog accessed from the Application Forms Queue.
DeleteLimitedBallotBatch	Allows user to delete limited ballot images in a batch of images from the Process Limited Ballots Queue.	The Delete button on the Batch Images dialog accessed from the Process Limited Ballots Queue.

ElectionWorkerReports	Allows user to run the reports under the Poll Worker Reports section of the Voter Focus Reports dialog.	The EW Reports button on the Poll Workers tab.
EligibilityMaintenance	Allows user to access the Eligibility Match Queue and run the eligibility maintenance programs in List Maintenance.	The Eligibility Match Queue button on the List Maintenance and Voter Registration tabs. The Eligibility Maintenance button on the List Maintenance tab.
FastConnect	VR Systems use only.
FedElectionsOnly	Allows user to flag a voter as Federal Elections Only. For more information, view the Fed Election Only Flag Help File topic.	The Fed Elections Only check box appears on the Voter Maintenance dialog.
FlexRep	Allows user to run the FlexRep program.	The Flexible Reports button on the Reporting and Candidate Services tabs.
FlexRep:UnProtect	Allows user to create output files for export to a commercial printer and to include protected addresses in those files.	The output options Text File Export for Commercial Printer and Simplified Export for Commercial Printer and the Unprotect Addresses check box in the Address Selection box, all on the Flexible Report dialog.
FPCAApplicationForms	Allows user to process FPCA application forms.	The FPCA button on the Ballot By Mail tab.
IndexImages	Allows user to index scanned images to voter records.	The Index Images button on the Voter Registration tab.
IntegrityCheck	Allows user to run the Integrity Check program.	The Run Integrity Check button on the Voter Focus Admin tab.

MatchQueue	Allows user to access the Eligibility Maintenance Queue.	The Eligibility Match Queue button on the Voter Registration and List Maintenance tabs.
MoveActiveToInactive	Allows user to change voter status from Active to Suspense List for voters whose Last Voter Activity Date and Date Last Voted are older than a specified date.	The Move Voters to Suspense List button on the List Maintenance Tasks dialog.
MoveInactiveToIneligible	Allows user to run the Move Suspense Voters to Ineligible Status program.	The Move Suspense Voters to Ineligible Status button on the List Maintenance Tasks dialog.
MoveIncompleteToNotRegistered	Allows user to move all voters whose registration remains incomplete for ten days or longer from a date you specify to the NR(D) Incomplete: Over Ten Days status.	The Move Incomplete Voters to Not Registered Status button in List Maintenance Tasks.
NcoaAdministration	Allows users access to all NCOA functions in Voter Focus, provided they also have the permission NCOAProcessing.	All features on the NCOA Processing dialog. To access this dialog, the user must also have the permission NCOAProcessing.
NCOAProcessing	Run the processing program that presents NCOA address changes to user.	The NCOA Processing button on the List Maintenance tab.
NoticesQueue	Allows users to view and print from the Notices Queue.	The Notices Queue button on the Printing tab.
OfficeHolders	Allows user to maintain the office holders list that is sent to the county's website.	The Office Holders button on the Candidate Services tab.
PendingRequestsQueue	Allows user to reject the email and fax requests that are past the four business day deadline with no receipt of the original application.	The Pending Requests Queue button on the Ballot By Mail tab.
PetitionMaintenance	Allows user to create and maintain petition records.	The Petition Maintenance button on the Petitions tab.
PetitionReports	Allows user to run the petition reports.	The Petition Reports button on the Petitions tab and the Petition Reports section on the Voter Focus Reports dialog.
Petitions Allow Petn Selection	Allows users to select the petition in focus.	The Change Petition Focus button on the Petitions tab.
Petitions Delete Petition	Delete a petition or petition batches from the database.	The Delete icon on the Petition Maintenance dialog. The Delete Petition Batches button on the Utilities dialog.
Petitions Undo Verify	Allows users to undo a previous verification of a signature.	The Undo button on the Petition Verification dialog.
Places	Gives user inquiry only access to place records for the place types for which the user type is granted access.	The Place Maintenance button on the Elections tab. The user type should also be granted one or more of the following permissions so they can access the records for the place type: Places:EarlyVotingSites Places:ElectionCenters Places:PollingPlaces Places:VoteCenters
Places:EarlyVotingSites	Access information on early voting sites.	The option E,Early Voting work in the Place Type drop-down list on the Find Polling Place dialog. Give this permission to users who need to view information on early voting sites. To allow users to view this information, also grant the permission Places. To allow them to maintain this information, also grant the permission Places:Maintenance.
Places:ElectionCenters	Access information on election centers.	The option C,Election Center work in the Place Type drop-down list on the Find Polling Place dialog. Give this permission to users who need to view information on election centers. To allow users to view this information, also grant the permission Places. To allow them to maintain this information, also grant the permission Places:Maintenance.
Places:Maintenance	In the Place Maintenance program, maintain the place records for the place types for which the user type is granted access.	Grant this permission to users who need to make changes to place information. The user type should also be granted the permission Place (so they can see the Place Maintenance button on the Elections tab) and one or more of the following permissions so they can access the records for the place type: Places:EarlyVotingSites Places:ElectionCenters Places:PollingPlaces Places:VoteCenters
Places:PollingPlaces	Access information on polling places.	The option V,Precinct poll work in the Place Type drop-down list on the Find Polling Place dialog. Give this permission to users who need to view information on polling places. To allow users to view this information, also grant the permission Places. To allow them to maintain this information, also grant the permission Places:Maintenance.
Places:VoteCenters	Access information on vote centers.	The option Z,Vote Centers in the Place Type drop-down list on the Find Polling Place dialog. Give this permission to users who need to view information on polling places. To allow users to view this information, also grant the permission Places. To allow them to maintain this information, also grant the permission Places:Maintenance.
PlacesFileStoreAddFiles	Allows addition of a file to a place record.	The Add File icon on the place record.
PlacesFileStoreDeleteFiles	Allows user to delete a file associated with a place record.	The Delete icon on the Add File to Database dialog in the Place Maintenance program.
PlacesReports	Allows user to run the places reports.	The Reports icon on the Places Maintenance dialog and the Places Reports section on the Voter Focus Reports dialog.
PostEarlyVotingEdit	Adjust a voter's early vote in a recent past election after the early voting period for the election is over.	The Post Early Voting Adjustment button on the Ballot By Mail tab in voter records.
Precincts	Allows user to maintain precincts.	The Precinct Maintenance button on the Streets & Precincts tab.
PrintingReports	Allows user to run the List of Notices, Cared, Labels queued for "Notices Queue" and the Notices Sent report.	The Printing section on the Voter Focus Reports dialog.
PrintRegister	Allows user to print precinct registers that have already been generated.	The Print Registers button on the Elections tab.
Process ABBM	Allows user to process ABBM applications.	The Process ABBMs button on the Ballot By Mail tab.
ProcessLimitedBallot	Allows user to record certain ballot as Limited Ballots for reporting purposes.	The Process Limited Ballots button on the Elections tab.
ProvisionalBallotEntry	Allows users to record a voter's provisional ballot in an election.	The Record Provisional Ballot button on the Elections tab.
ReconcileHistory	Allows user to run the programs on the Reconcile History dialog, except for those on the Update Voting History tab, which is separately controlled by the UpdateVotingHistory permission. Redistricting	Grants full access to all functions on the Redistricting console.	The Redistricting button on the Streets and Precincts tab of the console.
RegisterHistory	Allows user to record voters' voting from precinct registers.	The Record Register History button on the Elections tab.
RegistrationReports	Allows user to run the reports related to voter registration.	The Registration Reports section on the Voter Focus Reports dialog.
ReportArchive	Allows user to view files saved in the report archive.	The Report Archive button on the Reporting tab.
Report:DuplicateVoters	Allows user to run the Possible Duplicate Voters report.	The Possible Duplicate Voters report in the List Maintenance Reports section of the Voter Focus Reports dialog.
Report:SuspenseList	Allows user to run the Suspense List report.	The Suspense List report in the List Maintenance section of the Voter Focus Reports dialog.
Report:IncompleteAndDeniedApplications	Allows user to run the Incomplete and Denied Applications report, provided they also have the ListMaintenanceReports permission.	The Incomplete and Denied Applications report under List Maintenance Reports on the Voter Focus Reports dialog.

Report:OperatorActivity	Allows user to run the Operator Activity report, provided they also have the RegistrationReports permission.	The Operator Activity report in the Voter Reports > Registration Reports section of the Voter Focus Reports dialog.
Report:OperatorAddsChanges	Allows user to run the Operator Additions and Changes report, provided they also have the RegistrationReports permission.	The Operator Additions and Changes Report on the Voter Reports > Registration Activity section of the Voter Focus Reports dialog.
Report:RegistrationActivity	Allows user to run the Registration Activity report.	The Registration Activity Report on the Voter Reports > Registration Activity section of the Voter Focus Reports dialog.
Report:RegistrationActivityDetail	Allows user to run the Registration Activity Details report.	The Registration Activity Details Report on the Voter Reports > Verification Reports section of the Voter Focus Reports dialog.
ReturnBallotsQueue	Allows user to process returned mail ballots to indicate the ballots were received and either accepted or rejected. The scanned image of the envelope is indexed to the voter’s record for SVC purposes as well as for voter history and reporting.	The Return Ballots Queue button on the Ballot By Mail tab.
ReturnSpecialBallots	Allows user to process returned special ballots (FPCA and FWAB), updating voter records to indicate ballots were received and either accepted or rejected. The process also increments totals of returned mail ballots for reporting purposes.	The Special Ballot Returns button on the Ballot By Mail tab.
ScanABBM	Allows user to import and scan ABBM applications for signature verification.	The Scan ABBM button on the Ballot By Mail tab.
ScanFirstMarkAsBad	Allows user to discard a scanned image if the image is unreadable or corrupted in some way.	The Mark Image As Bad button on the Application Forms program.
ScanReturnBallots	Allows user to scan or import mail ballot returned envelopes, and then review and release the images for verification.	The Scan Return Envelopes button on the Ballot By Mail tab.
Show Deleted Voters	Access the records of deleted voters when performing a voter search on the Find a Voter dialog.	The Show Deleted Voters check box on the Find a Voter dialog.
ShowCurrentUsage	Allows user to see who is on the Voter Focus system and what programs they are running.	The Show Current Usage button on the Voter Focus Admin tab.
StreetMaintenance	Allows user to create and maintain street records.	The Street Maintenance button on the Streets & Precincts tab.
StreetReports	Allows user to run the street and precinct reports.	The Street & Precinct Reports button on the Streets & Precincts tab and the Street Reports and Precinct Reports sections on the Voter Focus Reports dialog.
StreetUtilities	Allows user to maintain information on Mailing Cities, Counties, and States, and to run the Bulk Street Move program.	The Street Utilities button on the Streets & Precincts tab.
SystemCodes	Allows user to maintain selected code tables in the Voter Focus database.	The System Codes button on the Voter Focus Admin tab.
SystemOptions	Allows user to maintain system options and view options set by VR Systems.	The System Options button on the Voter Focus Admin.
SystemUtilities	Allows user to run all programs on the System Utilities dialog except Change Precinct ID. (For that you need ChangePrecinct permission.)	The System Utilities button on the Voter Focus Admin.
TaskNoteQueue	Allows user to access and process records in the Task Notification Queue.	The Task Notification Queue button on the Voter Registration tab.
UndeleteVoters	In a voter's record, manually change their voter registration status to Deleted or change a Deleted voter's status to another status.	The status Z(D) Deleted Voter in the list of statuses in the Reason(Status) field on the Maint tab in a voter record.
UnscheduleDocs	Allows user to remove documents from the Notices Queue.	The Unschedule Documents button on the Document Scheduling dialog.
UpdateValidFromDate	Allows user to view and edit the Valid From Date field on the Maint tab in Voter Maintenance.	The Valid From Date field on the Maint tab in Voter Maintenance, above the Date of Birth field.
UpdateVotingHistory	Allows user to run the programs on the Update Voting History tab of the Reconcile History dialog Note: The other tabs on the Reconcile History dialog are controlled separately by the permission ReconcileHistory.	The Update Voting History tab on the Reconcile History dialog (accessed from the Elections tab).
UserPermissions	Maintain users, user types, and permissions granted to user types.	The User Permissions button on the Voter Focus Admin tab.
VerifySignatures	Allows user to verify and record a voter's signing of a petition.	The Verify Signatures button on the Petitions tab.
VoterCard	Allows user to run the Voter Certificate program.	The Voter Certificate button on the Printing tab.
VoterFileStoreAddFiles	Allows addition of a file to a voter record.	The Add File icon on the voter record.
VoterFileStoreDeleteFiles	Allows deletion of a file from a voter record.	The Delete icon on the Add File to Database dialog in the Voter Maintenance program.
VoterFocusReports	Run all reports in the Voter Focus system except where permission for a subset of reports is not granted. For example, if a user type does not have the permission BallotByMailReports, they will not see the Ballot By Mail Reports section of the reports list.	The Reports button on the Reporting tab.
VoterLabel	Allows user to run the Voter Label program.	The Voter Label button on the Printing tab.
VoterMaintenance	Allows user to run the Voter Maintenance program.	The Voter Maintenance button on the Voter Registration tab.
VoterMaintenance:UndoElectionDay	Allows user to reverse the voter's check-in when election status is Return Processing Only.	The Undo Election Day Checkin button on the Voting History Maintenance dialog.
VoterMaintenance:UpdateEDR	Send TEAM a voter's updated Effective Date of Registration (EDR).	The Update EDR to TEAM button on the Activity tab in Voter Maintenance.
VotersChangeRegnDate	Allows the user to change a voter's EDR on their voter registration application or record.	The EDR field on the application form and Maint tab of the voter record.
VotersEligibilityMaintenance	Allows user to perform eligibility maintenance tasks on individual voter records.	The button Schedule Notice of Examination on the voter's Eligibility Maintenance tab.
VotersHistoryMaintenance	Allows user to alter a voter's past voting history and record a challenge against a voter, both for a specific election. Note: For register history entry only, the user should be granted the permissions RegisterHistory and NonRegisterHistory.	On the Elections tab in the voter's record, click on an election listed on the Elections tab and open the Voting History Maintenance dialog (for a past election) or the Challenge Voter dialog (for an upcoming election).
VotersMaintainProtectedAddresses	View and make changes to a voter's residential address when the address is protected.	The Edit Address button and the Addr Protect? field on the voter's Maint tab are disabled for users who do not have this permission.
VotersSchedIncompNotice	Allows user processing an application to schedule an incomplete notice and incomplete registration form for an applicant whose status is Incomplete.	On the application dialog of Incomplete applications, the Send Incomp Notice button.
VoterStatus	Allows the user to manually change a voter's status in Voter Maintenance.	The Reason(Status) drop-down list on the Voter Maintenance—Maint tab.
VRDashboard	Allows non-SYSAD users to access VR Dashboard. SYSAD users do not need this permission. They are automatically granted the ability to see VR Dashboard.	The VR Dashboard icon in the user's system tray.
VRScanner	Allows user to scan documents.	The Scan Documents button on the Voter Registration tab.
VRScheduler	Allows user to start VRScheduler.	The VRScheduler button on the Voter Focus Admin tab.
