The "base" election number. All election numbers in this column are multiples of 20 + 1. For example, 241, 441, 461.
The columns Voted_Absentee_1 through Voted_Absentee_20 each holds a code indicating how the voter voted in each election beginning with the base election in Voted_Absentee_1 and for each subsequent election up to Voted_Absentee_20. So, if the base election number is 21, then the elections referenced in the Voted_Absentee_n columns in that voter's row are: Election 21 — Voted_Absentee_1 Election 22 — Voted_Absentee_2 Election 23 — Voted_Absentee_3 ...
