Make Adjustments to Existing Ballot By Mail Requests

1. On the Ballot By Mail Adjustments dialog, click Release Ballot 2nd/3rd Ballot.
2. On the Release Ballot dialog, select the delivery method for the ballot.
3. Select any of the available buttons to:
   • OK—Set the ballot for deliver.
   • Save and Print—Save the request and print a replacement Ballot By Mail Information Sheet to your default printer.
   • Ballot By Mail Address—Enter a different delivery address for the voter.

   After the ballot is released, an entry is made in the Absentee Activity Report.

You need to first cancel all incorrect requests and then process requests for the correct voter. Begin by selecting the "wrong" voter record. On the Ballot By Mail Adjustments dialog:

1. On the Mail BallotBallot By Mail Adjustments dialog, click Previous Request or Next Request to display the first erroneous request.
2. Click Cancel Request.
3. Click Next Request.
4. Repeat step 2 until all erroneous requests are canceled. The Ballot By Mail totals are adjusted automatically.
5. Click Close to return to the Ballot By Mail tab.
6. Check the Status field to verify that the absentee status and other fields on the Ballot By Mail tab are correct for this voter.
7. Process new requests for the correct voter.

1. On the Ballot By Mail Adjustments dialog, click Reverse Return of Ballot, and then click Close.
2. Redo the process for returned ballots by scanning the envelope, and then clicking Question from the Return Ballots Queue.
3. The Ballot Board will then need to reject the ballot with the No Signature rejection reason.
4. An Absentee Reject Letter, indicating the reason the ballot was rejected, is scheduled.

When notification arrives that the voter has registered elsewhere, Voter Focus displays a message indicating the voter has an outstanding Ballot By Mail Request. The operator should notify the Ballot By Mail coordinator, but no action should be taken. If a ballot was already mailed and returned as voted, it should be referred to the Ballot Board with a rejection reason of Not Eligible. If a ballot has not been mailed, when the absentee labels and/or envelopes are generated, Voter Focus will report the voters who are not receiving a ballot label or envelope and will indicate the reasons why. In the case of this voter, the reason will be Ineligible-moved out of county.

If the ballot has already been mailed, send another ballot to the correct address. (Note that Voter Focus counts this as the voter's second ballot.). However, if the mistake is detected before the ballot is mailed—on the Absentee Status Report—you can correct the error like this:

Access the voter's record and go to the Ballot By Mail tab.

• If the error is in the default absentee address, click Ballot By Mail Address, make the correction in the Default Ballot Address fields, and click Close.
• If the error is in the specific election address, select the relevant election and click Ballot By Mail Address. Then correct the fields in the Ballot Address for This Election fields and click Close.

Overseas civilians and military service personnel who are absent from their home counties can cast a Federal Write In Absentee Ballot (FWAB) when they have made a Ballot By Mail Request for an election but haven't received their ballot “in a timely manner.” The Ballot Board will complete balloting for the voter by transferring their votes to a formal mail ballot.

To process an FWAB ballot:

1. On the Ballot By Mail Adjustments dialog, click Release Ballot 2nd/3rd Ballot.
2. On the Release Ballot dialog, select FWAB Ballot Received from Voter. If your county uses ballot numbers, enter the number of the absentee ballot that will be attached to the FWAB ballot. Click Save and Print to print an absentee label and a Replacement Ballot By Mail Information Sheet. If you don't want to print these items, just click OK.
3. Attach the FWAB ballot (and label/sheet) to the mail ballot and process it with your other mail ballots.
